Forest Hill in Newark is already known for it's LGBT population, and Newark in general has a done a good job with programs such as Sanctuary, which highlight LGBT spaces around the city.
Camden had a small LGBT population in the Fairview section a while back but most fled to Collingswood, Mt. Airy, Northern Liberties, or South Philly. The country in general and NJ in particular are more gay-friendly than they were 20 years ago, I don't think LGBT folks are forced to live in marginal areas to escape social persecution anymore.
