I agree 100% that conditions in urban areas will never improve much until the residents themselves see value in obtaining an education. The state can throw as many millions as it wants to into Camden, Newark, Trenton, Paterson, etc. for public education, but it will all be useless if very few students take advantage of the academic offerings available to them. A better investment of these funds would be to appropriate them for some sort of community outreach programs to show youths that there are future opportunities available to them outside of the slums if they work hard, stay in school, and earn a diploma (and then hopefully even a degree).
