With your budget, and based on your criteria, I would choose Montclair. It has some of the young professionals that you want. It's a nice community. There is public transportation. Parking isn't a pain in the butt. You wouldn't be far from Newark. A straight shot down Bloomfield Ave and you're there. Even faster if you turn off Bloomfield Ave, on to the parkway, and then hit 280. That will get you downtown quicker. And you can easily find an apartment there with your budget.

Thank you all for your helpful recommendations!
@jdacunha: I'll be sure to visit Ironbound when I visit NJ to look for apartments. It sounds like I'll have to get a feel of the neighborhood in person to figure out of it's suitable for me.
May I ask if you're a realtor? If yes, I'd love to check out the apartments that you have available for rent, in Ironbound, Ann St, etc.
@pruebas: Thanks for the forest hill section recommendation. I'm going to check out this area too. It does concern me that the distance between Rutgers Business School and FH is sketchy. If yes, the commute would be difficult for me to make, especially outside of daylight hours. What would you have to say about that?

I am not a realtor, my parents are. I own a few units and have a general feel for the area and what is available. I can point you in the right direction when you are ready.

Not exactly sure what you mean.
If your going to drive, there is no problem with the "commute" from Forest Hill.
I expect you will probably take the bus, since parking is tough around Rutgers and it's hardly worth starting the car to go 1 mile.
You would take the 27 bus at Mt. Prospect Ave. down Broad Street and walk to Rutgers or you can change at Broad St. Station for another bus down University Ave. That's a pretty busy transfer point all the time, so I don't think you'll have a problem.

Since you are right there anyway, I suggest you live in the inner city, so you can see firsthand what will happen when the utilitarian-collectivist anti-Capitalist education you are going to receive is put into practice in the real world. Think of it as an educational supplement: "Here is what I learned at school today while pursuing my PhD. Now I am sitting on my front stoop, and I can attend the homecoming of the roosting chickens."
The sad thing? I'm absolutely serious.

or you can rent for $1100 and SAVE your money! 2-3 years of $700 savings = Over $20,000. A nice chuck to towards a house downpayment or to cover your student debt! A simple chance in where you live for 3 years can go a long way to financial freedom.
I'd rather see my bank account grow, than to say I live in Montclair or another expensive community. You won't be buying so its a temporary place.

Was any of that tinfoil hat talk really necessary in a post asking where to live for school?

Downtown Newark has witnessed some solid gentrification over the past decade. It's a start, and I hope it continues to grow.

In addition to the Ironbound and FH areas of Newark proper, I'd recommend looking at Maplewood. Maplewood is still pretty urban, very close to Newark, (just the other side of Irvington, which abuts Newark) pretty safe and most apts come with parking. You can find a nice 2 bd apt within walking distance to the train station for ~1400 a month. It is an 8 mile drive down Springfield Ave in to Newark and to the RU campus. Since parking on/near RU-Newark is a royal PITA, you may want to take advantage of the train, it is a very quick 15 min ride from the station in Malewood to the Broad St station in Newark, where there is a free campus shuttle to the RU/Newark campus, 5 to 10 min depending on traffic. (to use you must show your student ID) The monthly NJT pass for student tickets from Maplewood to Broad St Newark is $56.
