If the police offer shows up in court your son will lose. You can ask the municipal prosecutor if your son can plead to a non-moving violation with a larger fine to avoid points.
I had a 2 point speeding ticket reduced to a non-points ticket. All depends on the prosecutor and how you approach him/her. Bring the reg and insurance documents he/she will probably ask to see them.
