Based on OP's other posts I'm going to have to guess s/he is referring to the Lyons Pl in Westwood
The Pascack Brook (behind Lyons Pl) is controlled by the water company and they operate the dam on Woodcliff Lake Resevoir. The dam exists for water supply, not flood control. Lyons Pl is very susceptible to flooding.
I heard the same thing. It's supposed to be haha now.
