Relocating to NJ, both towns were recommended. Which is better in terms of schools, family life, housing, etc?

I think the towns are pretty comparable. You cant go wrong either way. Personally I like the general vicinity around Summit better than that of Westfield, but that is just a personal preference. You should really spend some time driving around both areas before making a decision.

Both towns are nice with excellent town centers. Summit is definitely more upscale than Westfield. Good schools systems in both towns. You should be able to find very nice houses in your price range.
