I'd do GSP South at 6:30 - I really don't think you'll hit much in the way of traffic. 206 would be a heck of alot worse, that road has traffic all throughout the day.

The parkway has gotten so bad, especially going through Essex cty - it varies, but it is super congested much of the time - even off peak times when you wouldn't expect it. I'd recommend pushing you trip back a bit and hitting it later - like 8:00 PM or so, and you are less likely to have a problem.
