What type of taxable estate do you suppose that most of these folks leave behind? Do you really believe that the typical long-term addict dies with any possessions that have actual value?
Is there much value to rubber hoses, burned spoons, and used syringes?

When my late brother's former gf died after being in an OD-induced coma for some time, a friend of mine worked for the doctor assigned to her at the hospital. She said he was complaining because she left no estate from which he could be paid.
I had the same darkly amused reaction you did.
