You don't appear to have ever been to Virginia lately. It isn't as cheap as you think. The metro D.C. areas of Virginia and Maryland are just as expensive as Northern NJ. The least expensive parts of NJ are central and south Jersey inland from the coastal towns. I'm actually quite shocked at the moderate housing prices in those parts of the state. It's like it's a different state from northern NJ. Newly constructed homes start in the $400k range down there! You can double that for the same thing in North Jersey. So I gotta believe rentals are much more reasonably priced as well. Thus, those are the areas of this state I'd look to if I was the OP. It's too far to commute daily to NYC, but close enough for weekend visits to see her family there.
