The extra revenue would help PATH run more trains. Also, we should see peak pricing like in NJ Transit. That would encourage riders to leave earlier or later to avoid the peak pricing and overcrowding.

They should hire train packers to push people into those train cars. That would drastically improve their PATH experience.
Any idea how much the developer contributed to the expansion of the transportation systems and other infrastructure? Let me guess, nothing?

You mean make the PA workers richer. The PATH system cannot run more trains. There are just 2 track in/out of the JSQ area to serve the amount of people similar to Brooklyn or Queens where there are 3-4 train lines and and more than 4 tracks in those subway lines.
Your idea of peak pricing would never work, riders go to work at peak time they have no choice. Try taking the PATH at 8:30-9:30am and you'll understand.
The PATH is currently at it's max, any problems such as construction or outage will spell doom for the JSQ area that have no access to NJ Transit.
They need new rails and there was no money coming from Obama back then and maybe just maybe Trump would fund the hudson railyard project and even if it's in the works not gonna complete in 10-20 year time frame.

Forget PATH trains, they don't even have the water supply, sewage, and electricity supply to keep up with the building. Have a friend that lives in the area his building experiences a lot of power outages because of constantly building around the area that the power company is shutting power in the area.
The path trains will ease up once the h1b1 visa program is elimated. With that being Jersey City is at the height of its bubble right now.
