Maybe it’s a company car registered elsewhere and he gets use of it. Maybe it’s a friend’s car and he uses it. Lots of people in the city leave cars parked with friends in NJ. Lots of possible explanations.
Leave it alone. Our cars are registered in NJ, but I'm a legal resident of PA. We've been considering registering them in PA instead. Biggest reason we haven't is that NJ troopers seem to be more likely to target out-of-state plates than PA, and both hubby and I tend to drive a wee bit over the speed limit, lol.

Most people do it the other way around. Isn't car insurance a lot cheaper in PA?
I have a question, where or to who do you report in NJ out of state registered drivers?
constitutes insurance fraud....

It's often totally legal as long as the driver returns to the home state every so often,,, the exact time period is specified somewhere but you have no way to track , nor should you, track everyone's comings and goings.
I'd take the time to tell you but then I'd miss my shift downtown at our Citizens Arrest location where we chase down people who run yellow lights.
