Does anyone know if monthly parking is available here and how you buy a pass? Also, is it a safe area to park.

The light rail is closer to Exchange Place PATH station. If you meant parking near Grove St then the closest garages would be the Grove Point and Columbus tower parking garages but they cost excess of $300 per month. Parking a block away on a surface lot and garage on Montgomery St costs $250 per month.

The OP is asking about the Grove Street station on NEWARK Light Rail, not Grove Street, Jersey City

According to the NJTransit website, there is a parking lot at the Grove Street light rail station. It has 160 spaces, and costs $2/day or $40/month.

You can usually buy parking passes at the NJT ticket vending machine at NJT stations.
