Parking near Exchange Place (Jersey City ferry terminal) will cost $300-$350 a month at the waterfront garages. There is an open air Edison lot along with another garage up Montgomery St that cost around $250 a month.

Cheaper options include urbside parking is available with a city parking pass and costs $180(?) or so per month. There are also some cheaper surface lots charging about $10 per day along Warren St or Marin Blvd but are not open 24/7.

Garage prices are accurate. An on-street parking permit from the city costs $15/year.

Yes. Resident on-street parking is $15 a year. The catch is finding a spot to park. The other catch is you have to move your car four times a week for street cleaning. And despite your best intentions to comply with all parking rules, you will inevitably get parking tickets, so factor $80 a month or so for those.

You could probably find a place in Hoboken. The thing is that you may have to settle for something below what you are looking for until you are earning more money to afford what you really want. You may have to sacrifice the new apartment for something that is older.
