Q. What typically happens when the property owner denies the field inspector access to the property/home or does not call to schedule an interior inspection with a field inspector?
A. The appraiser determining value must assume that the basement is fully finished as living area, the interior has been completely remodeled, all available possible amenities have been added and all areas (attics, basements and lofts) have been improved.
Finished basement? That is something that differs from town to town. My town does not assess anything below ground level.
I got that information directly from the town when we finished our basement. We did everything above board, with all proper inspections and our taxes didnt go up at all
They are just looking for finished living areas. Additions, bathroom. Where my father lived if you finished off a basement room, built a bedroom, or family room downstairs you would be charged additional property taxes. They way around that, for a while anyway, was to not put in ceiling, it not finished it wasn't taxable. So I had a basement bedroom with upstairs floor as my ceiling.

This was specific to Wyckoff revaluation. Can't speak for other towns. Just providing the info we were given.
Our inspector walked into the main living area, looked around and left. Didn't check bedrooms, bathrooms, basement etc.
call your town hall and get the real scoop, you can't beat these people, they've seen and heard it all.
