Montvale GSP Park-and-Ride Question (bus, station, parking)

Hi everyone! I've found taking the bus from the park and ride on the GSP in Montvale to the city is one of the quickest and least expensive ways to get in. I've noticed, however, the lot fills up quickly and I sometimes see people park in the parking lot of the rest stop and walk to the bus station even though it says "2 hour parking only." Does anyone know is that an OK thing to do? Is the 2 hour parking limit not enforced? Thanks in advance!
