Quick search got me an article from the Asbury Park Press from 2015. Basically what you would think, beach upkeep, trash, lifeguards etc and then if there’s money left over..... anything that needs fixing .

I know someone who makes $120k a year driving a Zamboni a few times a week at the township ice rink, another individual making $90k for 1 day a week work doing township work, plus pension. Seaside heights is the absolute worst with the theft. These towns break down where the money goes but it's half truths like I just listed.

What type of proof do you want, a name and address? I think what is happening is wrong, but they are people I know.
If they are public salaries, there are public records.
I KNOW that corruption happens, but "I know someone who ..." is not really, um, good evidence. Sorry!
So what ARE the specific positions that you are referencing? Don't need names -- just the specific positions and the salary attached to them. Would make a great investigative journalism piece if it really is as you say!
