Best time of year put grass seed down is actually mid September and the entire month of October (better than the spring). The cool season allows them to grow a strong root system. So as long as its not raining it would be a great time to put it down.

Worst months to seed are dead of winter, followed by heat of July and August.

No sooner than two weeks. Watch the extended forecast. A bit later would probably be better.

Grass seed thrown down before a late winter snow grows. Look at winter sowing. It's worked for me.

Depends entirely on where you live and the climate.

If you don't mind dormant yellow grass in the winter (but very lush, low-maintenance 7-8 months out of the year) you can plant zoysia plugs. I did the second week of September '16. It woke up aggressively that following spring. It self spreads and self repairs (slowly), but is aggressive. The big drawback is it being a warm-season type it'll go dormant in the cooler months.

Just a reminder for people who want great summer lawns. Right now is the prime time to do your lawn.
