You could probably get this in West Orange. The SE part is close to highland avenue station in Orange which is about 30 minutes or so to NY penn. May be hard to find taxes under 10k but it may exist.

You could also accomplish this in bloomfield near the grove street Newark light rail stop.

It does, but Highland Avenue and Mountain have mostly very slow locals.

You could also get a place near the Arena and take the 77X, but the taxes will be higher than 10K.
