I think it depends on what type of job you are looking for. I know when I hired in my daycare, I only hired adults 18 and up. The reason for this is DYFS has rules for ages of people who are allowed to be alone with children.
My friend has a daughter in PA who is 16 and everywhere she has applied has told her she has to be 18.
It's a shame; I know i worked part-time all through high school. Although I hear most babysitters don't make under $10 an hour.... compared to the $2 I made in the 80s if I was lucky. Not sure how else kids make spending money these days.

Minimum Wage Not Required:
An employer in any type of business that is not listed above is not required to pay minimum wage and may establish whatever rate they feel is appropriate for the position. However, if the minor is employed in a job that is related to food service, they must be paid the minimum wage. For example, an office worker in a nursing home can be paid less than the minimum wage, however, a dining room waitress in the nursing home must be paid minimum wage.
