The Uber and Lyft vehicles are supposed to wait just off-airport (you see them parked in the shoulder along North Avenue and probably a few other places) waiting to get a customer on the app. Because of this, he may have to wait for 10+ minutes for the ride to show up at the terminal. Because the road pattern at the airport gets to Terminal A first, this wait might be shorter than if he were going to Terminal C.
One thing I've been tempted to try but haven't, is to take the monorail from the terminals to the rental car lot and try requesting an Uber there. They might be able to get in/out faster than if they have to go to the terminals. Not sure how well that would really work, but I might try it next time I fly in.

Well, I can answer this question, as I just needed to get some stuff that was too big to ship up to South Orange from Atlanta so I flew down to the ATL rented a van and drove back - and returned the car to the rental car area and needed to get a Lyft home.
I ended up having to take the monorail to Terminal A and getting a Lyft there. There wasn't any way to get to the outside world from the public areas.
As far as getting an Uber or Lyft, it's pretty easy. Sometimes you wait a few minutes, but it's not really any different from anywhere else. The app knows you're at the airport and will prompt you for what passenger pickup area you're at. Pretty painless to be honest.
