Because if people paid directly for their own children's education, they would feel like they have a right to choice and say in their child's education. The government shoves themselves in the middle so that they can control people and manipulate their education. Amazingly, if you want choice people will act like you should lose access to your own money that is spent on educating your children. They only have a say because the government has stolen your money, if you spent the money directly then nobody would feel empowered to say where your money goes.
