My money is on bored teenagers from Lafayette, Sandyston, Stillwater, etc...My wife grew up in the area and was a frequent visitor to Walpack and the Gap in general to hike, camp and ride horses but she also knew of plenty of local derelicts (who are probably still bumming around up there) who treated Walpack like it was their own little abandoned playground for doing drugs and causing mayhem. This has probably been greatly exacerbated since the all of the little junior prison inmates don't even have school to keep them occupied.
However, if the National Park Service would actually invest in the area it would help immensely. Instead they seem to be content to allow it to cave in on itself.
