I think pearl river ranks pretty high but you are stuck doing your own analysis based on test scores, graduation rates, APs.... there are plenty of websites to help- niche, great schools, us news. Spreadsheet time for you. Maybe compare against top Westchester schools (scaresdale, larchmont if you want a comparison against a short hills type district.
Post and search Ny CD forum for opinions.

Rockland County schools are great- I grew up in Rockland and can only say good things about it. Especially Pearl River, South Orangetown, Clarkstown. Tax wise- it is good too. Lots of land and lots of house. Not sure about the commute but worth checking out.

Stay away from Rockland unless you are Hasidic and plan to use their yeshivas. There is a lot of tension between the secular and Hasidic communities.

There may be pockets of good areas, but from Journal News and other NY newspapers, there are more problems than not.

Only in certain areas. My niece and her husband and kids are in Chestnut Ridge, and they are fine. Newspapers are going to report controversy. Stories about people without problems don't sell.

Kinnelon is a beautiful lake/beach small town with great schools, community - sounds like it could be what you are looking for. Send me a message in you are interested in seeing our house which is within your budget - we plan to list it shortly. Figuring out if we can move south to be near my brother/sister in law.
