Not sure if it's that straightforward. Baltimore is majority Black, but there's still widespread segregation and police discrimination there.
Considering the changes in Newark as of late (last ten years or so), there is an obvious difference between the two. That aside, and with the political push towards defunding the police; that should be the least of your worries.....and focus that concern towards who lives next door or the same block.
Newark has been an example of peaceful protests. A few incidents of police cars vandalized and suspects were caught. Its a big city with many neighborhoods. Some neighborhoods are dangerous and others are have luxury housing. There are legit community groups who would crazy if they saw any unfair police treatment.
There are some good public school options but they are competitive.
It is (was) a hot real estate market because of the easy and cheap access Path train access into Manhattan.
The city takes black culture seriously with many soul food restaurants, Kwanzaa celebrations, NJ pac takes their mission of "celebrating diversity, shall be America’s foremost urban presenter of arts and entertainment..." very seriously - take a look at their programming. Newark museum often has an AA centric exhibit.
Speaking of NJPac they have a summer Sounds of the City series that is a giant party attended by mostly youngish black residents and visitors and has been going on for at least 10 years. I'd pass it when I worked late on my commute home and it looked like tons of fun.
As others have said - it depends on the neighborhood.
Does Newark have a high crime rate?
Yes, just like every other urban area in The US.
However, its murder rate has fallen to the lowest level in almost 6 decades, and other types of violent crimes have dropped also.
Right now the big issue in NJ is suburbia leaving the fobs in their unlocked cars. Not a problem in Newark where residents are good about locking the doors.
Not to say that the stolen car can't end up in Newark.
Is Newark a good place for African Americans? Are the people nice? How is the police treatment?
The meaningless term "African American" is used by ignorant folks who are desperate to be politically-correct. They aren't smart enough to to know that Africa is a continent. Charlize Theron, Elon Musk, and Dave Matthews are from South Africa. Does that make them African Americans?

i live in newark and im black.the city reeks of perpetual “upcoming n coming” mediocrity. it positions itself as a pan african pan hispanic virtue signal haven ... however its not as bad as the neighboring liberal suburbs that segregate their kids and their wealth away from Black cities while preaching BLM. So in that matter i respect a newark more. City is highly dependent on federal and state tax dollars.lots of empty lots and abandoned buildings. Name brand retail is almost non existent , dont be fooled by that “whole foods”. Lots of “poor people” whose children roam the streets with brand new jordans sneakers. u will notice alot of drug addicts and emotionally disturbed people. Crime is pretty much like other urban hubs. To me there nothing particularly vicious about Newark. Housing is cheap in most areas. The school success depends on parenting and school resources . Newark schools are not particularly bad. Police wont bother unless ur a hard criminal or parking in the wrong spot. The people are ok, but keep an an eye upon for petty theft , package theft and small time crime. Newark is one of those cities that take two steps forward and two steps back. Just when the city is trying to blossom the politicians and the citizens get in their own way .
So if u want a city thats has cheap housings(for now), colleges its own ppl can barely get into, middle class jobs that it’s citizens cannot get , a good transportation system, high paid corrupt politicians , takes 5 years to build anything, does everything in its power to keep whitey out(but loves whitey’s tax and charity dollars) and has a weak police force ....just 20 mins from manhattan...Newark is the place to be

That has always been not only a frustration but double, triple, quadruple standard in that if anyone of the lighter skinned skintone dares to say a word that we can't even say, all sorts of plague, disdain, jobloss, unemployment happens.
Anyway we're getting off the point here and I don't want to take this thread to where everybody is spinning tires in the mud and getting nowhere but stuck deeper.
The public schools in Newark are a complete disaster. There are some charter schools, which are popular with many residents, but the seats are limited.
