I live in Fanwood, just bought a home back in March. Looking at my AW bill I don’t see any flat fee, just water usage. There’s a Facebook group you can join, Scotch Plains-Fanwood Community. I would suggest you join and ask the locals. Doubt that service fee is normal, might be due to you living in a townhouse complex.

I have been in the water business in two states over about 30 years. A flat service charge is always included to cover the fixed costs that are not associated with delivering the water, including meter reading, running and maintaining the billing system, sending out the bills, processing the payments, maintaining the filter and pumping plants, repairing the pipelines in the streets and more. We currently charge $35/month for that here, while where I worked before in the Bay Area CA it's now $28.98 for a residential 5/8" meter, more for larger meters, and $57.96 for a typical residential two-month bill.

Your $149 is excessive if it's every bill, but it may include a one-time service charge for opening the account that is only on the first bill. The person you spoke to is incompetent, and one of the first things the customer service people are taught is to explain the water bill in detail. I would suggest calling again and if the person can't explain it, ask for his/her supervisor.

I'm in West Orange (NJ American Water Short Hills system) and the fixed charge is $18.50/month. $149 is crazy.

curious as to whether there is confirmation from Scotch Plains residents with the service charge of $149 a month accurate.

I live in a neighboring town, in a large house, and my monthly service charge is $27.77 (and we use a lot of water because of our family size and the total bill only pushes $100)
