There's a number you're supposed to call if you didn't get it by 10 business days after the mailing schedule date (divided by county), which for me will be next week, so I'll try that first.

This is actually our money back because we overpaid in taxes. The state is greedily keeping more of it than giving back.

Is the amount people get considered taxable income and needs to be reported on their federal or NJ state tax returns? Will people get a 1099 something for this?

$150K for a household in most of NJ isn't that high, but that's adjusted gross income of $150K or less?

This refund is non-taxable, so you won't get a 1099 in relation to the rebate.

The key number is whatever your 2019 NJ Gross Income was, and the answer can be found on Line 29 of your 2019 NJ 1040.

Payments will be issued in the form of checks or direct deposits and sent no later than May 2023 to allow time for application processing and validation. Payments will not be subject to federal or State income tax.

So now it’s been much more than 10 business days since they were supposed to mail to my area. I tried to call the number but they say to call if you haven’t received it by then multiple times, and I get a recording every time that says “due to the volume of calls we cannot take your call. Please try again at a later time”.

I feel like it’s going to keep saying that and I’ll never be able to reach someone. So I’m really not sure what to do. The deadline is December 30 to fill out the application. But I don’t know who to go to next to reach someone.

Luckily, mine arrived on schedule, and I filed it--online--a couple of weeks ago.
But, if I was in your situation, I would contact my NJ State Senator and/or my NJ Assembly representative in order to enlist their assistance. They all have a person on their staff whose job it is to assist their constituents, and to intervene with state agencies.

I was thinking of that. Donald Norcross’ Office helped me before in dealing with Gloucester county Medicaid for my mom, perhaps they can help here.
