When I am travelling on Routes 1 and 9, I keep seeing these signs, what do they specifically mean?

They mean it is a high accident area and so traffic violation fines are doubled, supposedly to force people to take more care.

On a town by town basis actually. A neighbouring town keeps the speed limit unreasonably low on their patch and plants cops there for a few days at the end of every month. Just to boost their revenues.
