I have looked into all three and decided to put DD in Sylvan and it was 2 years ago. My research indicated (as many pointed out) Kumon emphasizes on repetition and the work sheet which I didn't need, I have taught DD myself. Between Hunting and Sylvan, I decided on Sylvan because I met with the director and was sold on the philosophy. At the end (over 100hr later), I agreed with another poster, DD improved a bit but not worth the $$$.
Sylvan is not cheap, I think at the time I paid around $55 per hour and then the hour was shared with 2 other students. For the price, you could have hired a private tutor.

Sylvan also expected that the kid attended more than one hour per day and a few hours a week as it would be easier to show progress, it will likely be true as in most programs, but you will likely get more for you $$$ if you can find a private tutor.

I am in a "good" school district (trust me, I cannot believe how clueless the teachers are when it comes to students who learning differently), but I am contemplating putting DD in private school, but also feel that it may be better with public school + private tutoring.

The challenge with private tutoring is to find the "right" tutor. I don't want to breath down the teacher's neck, but then I found the private tutors can easily slack off.

As far as testing is concerned, I do think that it may help you find out her underlying problem, but I won't count on the school to provide the appropriate public education...but it will help you to understand your kid's challenges and on how to help her.
