heating costs in monmouth cty (rent, house, tenants)

hello,

i currently rent an apt in monmouth cty. this year (my second) in this house, my winter month's heating bill has been CRAZILY high. for the entire house (4 bedroom plus attic), the bill is around 800-900/month for the gas. is this typical?

i fear that there may not be the best measures taken to make the house more economical when it comes to the heating. or, perhaps i'm mistaken and gas prices are high and this is normal.

does anyone have any comparisons in my area? or... does anyone know if there are standards that the landlord must meet to keep costs down to the tenants? in other words, if the heating system isn't set up in the way that would heat the house best, isn't that his liability and not the tenant's?

any suggestions/info would be very appreciated.
