Most elements of the plan stand little chance of acceptance in the House, which is dominated by Democrats and which has passed several housing-related measures already this year, such as the $8,000 first-time home tax credit. But Cantor and other Republicans presented the plan as a part of their efforts to bring attention to differences between Republican and Democrats on major issues. Cantor said Republicans expect to present an alternative budget proposal later this week.

I think this credit if ever passed should REQUIRE 20%. If you want to flood the market with qualified mortgages that have little chance to default and be upside in a short period of time then up the down payment requirement. Win win.
