I see people fishing all the time in M. Dickson Park off Bershire Valley Road. Jefferson Township.

Grace Lord Park in Boonton and the park at the corner of N. Main and Powerville in Boonton Twp. seem popular. I also used to see people fishing in the Rockaway River behind the St. Clares hospital parking lots on Pocono Rd. but the hospital probably frowns on that. Go on a site like maps.live.com, select birds eye view, follow the rivers, and scope out some spots that look like public properties.
