WOW! What a loaded question!
I'll leave the West State St. (political) part of that to other posters. But I can tell you some of the physical changes.
The depressed parts of Trenton are still that, maybe worse.
The majority of the Italian and Polish population in Chambersburg have moved on, very few restaurants/bakeries left.
Cadwalader Park/Heights are still there and beautiful but surrounded by decaying row homes and significant drug/gang activity.
Mill Hill has had a moderately successful resurgence.
The school district is dismal. My pet peeve is that they are planning to tear down Trenton Central HS.
But on the bright side.....they now have The Waterfront Park-http://www.ballparkreviews.com/trenton/trenton.htm.

Just a very brief glance...is there a particular area you are interested in?
