Well, just as the Army falls under the direct supervision of the president, the State police fall under the direct supervision of the Governor, and the city police fall under the supervision of the Mayor. But to say the Governor is the cheif law enforcement officer is a bit of a stretch.

I suppose you could say the Attorney General, who is appointed by the governor, is. We've certainly had an interesting string of AGs in this state recently.
