I keep getting parking tickets on unzoned blocks in Jersey City (no signs at all). I had gotten one last year in Hackettstown and they allowed me to plea not guilty by mail because I couldn't appear in court in person (My written argument got them to drop the ticket). Is there any way to plea by mail in Jersey City? Because if I take off the time from work to appear in court, I lose the money I'd be making to pay the ticket. So either way, I'm losing money.

Might be a scam, being Jersey City it probably is a scam, so if you get enough tickets to make it worth your time you could go in at once for all of them.
