My mechanic told me that since my vehicle will not pass inspection that the dealer we got it from has to replace anything that is causing it not to or else we can sue them. Has anybody heard of this before? How do I go about this? Also I was wondering since I bought the car in New York do the laws change?

Depends if you bought it with a warranty or not. If you bought the car "as-is" with no warranty then you are on your own if the car fails inspection or develops a problem.

I went to the State of NJ Dept. of Transportation, and found this:

Buyers of used passenger vehicles from New Jersey-licensed motor vehicle dealers are cautioned if they elect to use the remaining time on the vehicle’s current windshield sticker before going to inspection. Under State law, unless the buyer waives the dealer’s obligation, a New Jersey motor vehicle dealer is legally obligated to make repairs to a vehicle at no cost to the buyer or return the full purchase price to the buyer if the vehicle fails to pass inspection. I think that if you buy the car from a NY dealer, you may have to go learn the NY law. But the language above suggests that if they are licensed in BOTH states, they may have to comply with NJ law.

I would also think that if you purchased the car "as is" and signed a sales agreement stating such, you probably waived the dealers obligation.

Thanks. I am trying to find info on the NY law, but I can't find a clear answer.
