Buses are usually on time. Generally speaking, if you're commuting by bus, get into the city as early as you can (after 8 am traffic into the city get pretty bad) and leave the city as late as you can (Port Authority gets very crowded during evening rush hour and it's not unusual to see 40+ people waiting to get on the bus). Weather conditions might affect your commute but unless it's blizzard-like storm, you should be fine. Rain or light snow is usually not an issue.
