Not exactly, what A.C. needs is attractive housing more than anything else. If people can but houses that are just as nice (and safe) as the one's on the mainland, they'll probably opt for A.C. then.

The inlet area is absolutely disgraceful looking. Some of those blocks look like the Serbian Army rolled through 20 years ago and they never rebuilt. The other problem is the nearby "Back Maryland" area where there is a massive housing project and a bunch of empty lots just filled with needles and other paraphernalia. There isn't a ton of violent crime there, but the drugs are out of control and the area just needs to be razed.

The funny thing is that on the other side of the inlet, there's Brigantine, which is the absolute picture of a wonderful upper middle class town. Weird stuff...
