I do not trust the leadership of Las Vegas, NM to do much to help people and businesses recover. Heard too many stories from natives while I lived in the area, and also witnessed the corrupt female mayor having to resign. Maybe they'll actually get some decent people in leadership someday. We'll see. I doubt it. The powerful local families in control want to keep things as they are. I hope this is successful, though.
Seems like a great way to guarantee the continued Californication of New Mexico for many years to come, making it even more unlivable for local people.

I’m a Texan and I am against the Californiacation of Texas and New Mexico but many people against this also complain about the economy being stagnant otherwise. You can’t have it both ways.
Personally I am fine with Texas staying stagnant economically if it keeps out Californians but I wonder how many people feel the same way?
I'm against the Texification of New Mexico. You do realize that's a thing?
People from Texas have been moving to NM?
