If you are a home owner do you know what insurance class you are in???
Do you know how to lower your insurance billl???
Are you a member/volunteer? Do you get paid or stipend or ?

Are you trained well? Do you have your own 'turnouts'?

I think most home owners will know what their ISO rating is. Most have no clue as to how to lower their rates.
It's getting harder and harder to get people to volunteer their time for anything much less the fire/rescue department.
The state fire marshal dictates the training requirements. Any volunteer department that gets funding through them must follow the guidelines. Those guidelines apply to ALL departments in the state so the volunteers are trained at the same level as the paid departments. In some cases even higher as alot of the volunteer departments are trained in structure, wildland, high and low angle resuce, back country rescue, EMT, and vehicle accident work etc.
As for equipment, I would hope people are issued their own equipment and not depending on finding what they need when they need it.
