If I lived there, it's not an area I'd be outside in my yard after dark and during the day I'd have my gun on me. I don't live there, however, so maybe someone who does will post and correct me. I grew up in N.O. and work in N.O. I had friends that lived in that area back in the '80's and we had no problems at all but now? I think it's a little scarier.

is there lots of loitering or does it feel more like a ghost town? it's right by the river so I'm not sure if it would be congested with people hanging around?

I think Holy Cross is seeing some investment but it's not the best area. I don't think many parts of the city feel like a ghost town ever.

Uptown is huge, have to be a little more specific on the neighborhood. Central City, Carrolton, LGD, etc.
