I'm a recent college grad currently living in the Washington, DC metro area and I definitely want to move to New Orleans as soon as possible. But I was wondering if employers in New Orleans are receptive to applicants if they don't currently live in NO.

I ask because now a days everything is done online and of course they will look at your address and say "Oh no! This isn't gonna work" before denying your application. Any thoughts to my dilemma and how to get around this? Perhaps I should just wait until I visit in August to search?

One last thing, what wage or salary would be sufficient to keep a roof over my head?

People move from places to live in NO, I'm sure employers are used to it. Cost of living isn't bad, so anything over minimum wage can get you by maybe til you find a "real" job.
