I'm inquiring for a friend who has not lived there in years. She's wondering how safe it is these days? She grew up near there 40 years ago and would love to buy a home in the area. Is it still the sort of place you can walk around freely and safely? Thank you!!

For the most part, it's reasonably safe. The Garden District has private security patrols between St. Charles and Magazine and help keep an eye on things.

The problem with the Garden District is that the not so nice areas are very close by. Central City is pretty rough and the Irish Channel can get dicey a few blocks past Magazine depending on where you are.

If anything though, the Lower Garden District and Irish Channel are experiencing a revival, so I would say that the Garden District area is safer than ever. But yes, Central City is awful. I think the comebacks it was making have been sapped by a lot of people with limited means moving there recently post-Katrina.
