To echo what others have said, I think you can find something in your price range Uptown and in Carrollton. I would suggest targeting a couple of areas:

1. the area on the river side of St. Charles, between Napoleon and Audubon Park.
2. the area sometimes called the Carrollton triangle, which is roughly the area between St. Charles, Broadway, Carrollton, and Claiborne. As close as possible to St. Charles and Carrollton.
3. the Fontainebleau/Broadmoor neighborhood. Again, stay closer to Fontainebleau Drive and/or Audubon Blvd.

In all of these areas you should be able to find street parking and/or off-street driveway parking. You can get to public transportation, to the park, and restaurants, cafes, grocery stores, etc.

We moved to Carrollton and while I can't vouch for safe parking, there are definitely some nice apartments to be found within your price range.
