Why have there not been any improvements in the New Orleans East after Hurrican Katrina? (Metairie: apartment complexes)

Like no chain stores and stores like Walmart that used to be there and such.

Would you rebuild if you didn't have complete assurance that you wouldn't flood again? Also, the population to support the stores still isn't there.

It is kind of strange that they have not built back some of that old shopping center along I-10 and other stuff. I know they have Home-Depot, Lowe's, and probably a few more big chains but nothing like before. There have been a lot of residential development projects happening out there too, like new apartment complexes and those twin 7 story buildings which are all along I-10. I think 65,000+ people currently live out there. There are probably some plans in the future for some new stores and there might have been some plans before the recession. But I think they are building a Wal-Mart right on the other side of the Industrial Canal along Chef Menteur Highway. It is mostly low lying areas out there which increases the risk of severe flooding but a good amount of the rest of the city and suburbs are kind of the same way, so I doubt the flood risk is that big of a reason and that is what the levees are there for. Also the area survived the 30 to 40 years before the hurricane without any significant flooding. So really I dont know why there have not been significant improvements with regards to shopping after the hurricane.

A Wal-Mart is planned for the East (not sure where) and the hospital project is coming along and I believe partially completed.

If that was the case, most of the city would still be abandoned. Metairie is just as low lying and just as vulnerable, but businesses abound.

Using their numbers, population in the East was ~92,720 in 2000 and ~62,578 in 2010 which is a significant chunk of New Orleans' population and is plenty enough to support more commerce.

1 thing that should be mentioned is that the east has always had a huge problem with merchandise shrinkage.

I work in Michoud and drive through New Orleans East every day. Not sure what was out there before, but there really isn't as lot to recommend it now. I know that there is a thriving Vietnamese community and that property values are pretty low. Maybe some tax incentives for businesses to rebuild out that way?
