What are some suggestions for hotels that are inexpensive, safe and clean in these areas for Jazz Fest visit? What can we expect to pay? Also, is it possible to stay outside of there and attend the Jazz Fest without horrendous traffic?

Traffic going to Jazz fest really isn't that bad. It's parking (and the walk) that will take up your time. If you're staying in the CBD/quarter, you can catch the Canal streetcar but that will be packed; the Esplanade bus might be a better option.

As far as hotels, we have 40k+ rooms, but finding an inexpensive one downtown could be an issue during JF. If you find something you like, come back and ask us and we can tell you about the neighborhood.

Does anyone know about the New Orleans Inn and location? It's located at 5035 Chef Menteur Hwy, New Orleans, LA 70126.

I just looked at it on Google Map. Plopped-down in front of the place and had a good look. You can, too. Traditionally, Chef Highway has been a scary place. And that was BEFORE Katrina.

Do yourself a favor: SPLURGE, and stay at a nice small hotel or B&B in the French Quarter, the Faubourg Marigny, or Uptown (right on St. Charles, or on the River Side). Your best bet for safety is in the French Quarter, on the RIVER SIDE OF BOURBON STREET. The Quarter is absolutely magical. It has its own energy-charged microclimate (the mighty Mississippi River is just over the Levee), in addition to the architecture and the people. You owe yourself the experience.

My guess is that buses will be going between the Quarter and Jazzfest all day long. But you need to get the details in advance. Pack your sunscreen. Be prepared for HEAT. Take Beta Carotene (or just eat carrots) before and after sun exposure. And take plenty of other antioxidants, too (C, E, Bioflavonoids...). That will help with Heat Stress and Sunburn. And be sure you don't go out without something like Polysporin, for any cuts or scrapes.
