Why is it that sometimes on a peaceful day that someone is blasting their loud music through the speakers of their cars with the foul languages and explicit lyrics?

There should be a law for this.

It's a cultural thing. Some think their personal behavior has no boundaries. It starts at an early age.
This goes on in the Quarter at 3AM, and the cops do nothing.

There should be a law against fuddy duddys, prohibition ninnys and other enemies of pleasure, that brought NOLA the smoking ban and now the call to turn down the volume, all in the name of "public health". https://www.offbeat.com/new-orleans-means-music/

Actually, most cities have laws against music that is too loud. Profanity would probably be a protected first amendment thing. This is a national issue, not a local one. It bothers me a little, but so what? Lots of things bother me. That's MY problem, not someone else's. Smoking is a different thing, and it is a public health issue. Anyone that smokes today, what w/ all the solid evidence that shows it leads to lung cancer and problems w/ babies still in the womb (who have no control over anything) is a total idiot.

There are laws against it but they are virtually never enforced. It is one of those things that law enforcement and city officials across the country tend to avoid because enforcing it would mean ticketing certain groups of people which could lead to profiling & harrassment complaints. It is always a delicate balance. The other thing is that New Orleans has bigger crime problems.

It would mean ticketing ALL groups who blast their music while driving down the street - this is not an annoyance that is specific to one particular group of people by any means. I live in Glendale, CA and when I walk my dog early in the morning and glance at the car's driver who is blasting his/her music, many different types of people have been the culprit.

I agree that it is inconsiderate but its not that big a deal.

It is one of those inconsiderate things that people do almost intentionally to annoy others as they know that the police aren't going to do anything about it. I will admit to being annoyed about it. I absolutely despise having that occurring when there are kids around. No little kid should have to hear rapper spewing the "f" word and "mf" word and other vile garbage.

I don't think people are driving around blasting music to intentionally annoy others. I just think they like listening to loud music and/or feeling the bass in their ride.
