If I could pick a projects to live in, in that part of Queens, it would be Woodside or Ravenswood. From what I always heard those two projects are much quieter than Astoria projects and Queensbridge. Plus, Astoria projects in kind of secluded so not sure how safe it is around there at night. The surrounding area is very safe though, I can tell you that much.
I visited astoria pjs about 3 years ago. Its very far from the subway and seculuded from rest of astoria especially from the transplant parts who continously bad mouth astoria pjs like if its the bronx or east brooklyn. Astoria pjs is not an exciting place, but safety wise its probably then most nycha developments. The area is very segregated, the blacks stay in astoria pjs, the greeks and italians have there two family house anf transplants live in new rental luxury developments and tenement walkups.
ARE THE PROJECTS SAFE? FIRST OF ALL, ANYWHERE YOU GOT PEOPLE LIVIN FOR FREE WITH NO FATHERS WATCHIN THEIR SONS, AND PLAYING WITH GUNS, SELLIN DOPE, YOU GOT GANGS, AND CRIMINALS.

SO THE ANSWER IS NO PROJECTS ARE
"safe"
........but some are safe than others, I walked through the Chelsea Houses yesterday and Id call them a lot safer than say, Carver houses, Clinton Houses or Taft, which I passed through today, however the Randolph Houses are just plain shady!
