I think the building has a responsibility to shut down loud, after hours partying, no matter the racial or ethnic group involved. With doormen on site, how could other residents not be complaining to them? That's the first thing I would be doing.
To me this is a matter of building mismanagement, not the need for screening out "ghetto" applicants.
