I've always had this question and could not find anything about it on threads. What if the move-in date is July 1st and you need time to break your current lease (maybe 1 or 2 more months) before you can actually move out? Does the housing specialist allow this type of thing and work with you to draw up a lease for a later move-in date or will they move on with the next candidate with the lowest log #?? My landlord isn't the most understanding and so I just wanted to know what to anticipate..

It will vary by building, some allow you to start a lease a few months in the future, others will make you start a lease immediately (literally the same day you sign). The policy is of the new building landlord/management not the houseing specialist/lotto marketing agent.
Steps you should take ASAP:
Contact your landlord/management company and get the official policy in writing about early termination of your lease. How much notice do you need to give? Will there be a fee? Will you lose your deposit? Is there any flexibility if you help find another tenant to take over the lease?
Ask the marketing agent for the building in question what the lease-start/move-in policy is. Is there any flexibility?
If you can, start saving to possibly have to pay rent at both apartments for at least 1 month or a lease termination fee etc. It is unlikely that the move-out/move-in will line up perfectly, be as prepared as you can.
It's a hot rental market right now so your landlord might more more willing to let you out than you expect bc it might allow them to raise the rent on a new tenant. Good luck!

Same or similar query has been asked several times in this forum, you'd have to use search function to find individual posts I'd imagine.
Bottom line is lease start date usually is what it is; same as with normal rental market.
For host of reasons LLs like to have all their leases with rent due on first or maybe fifteenth of month. What they don't want is someone paying rent on first, others on twelfth, still others on 25th, etc....
What some landlords will do if lease signing is near end of month, date lease starting first of next but allow tenant to begin moving in at once. Sort of giving away one week or several days free, but allows new lease to fall into line with rest starting 1st of month.
Market rate, rent regulated or whatever, few to any landlords are going to "hold" an apartment for one, two or more months while prospective tenant sorts themselves out. Lease will begin when it begins, and rent payments will be due when they are. If tenant has time left on previous lease or something they will have to work that out with current landlord.
Quite honestly most people just say eff it, and move with or without current LL's blessing. Changes in 2019 to rent laws mean a LL must make more of an effort to replace a tenant who bails out of lease early. Also many lottery apartment winners report after explaining things to current LL he/she was ok with them bailing early.
Unless, when or until you've actually won a lottery apartment I shouldn't get to wrapped up with hypothetical situations.
You will usually deal directly with the building management aka new landlord about when you wanna start your lease date, at least that's my case. I talked directly to the building management about my situation & they granted me to start my lease on the 28th of the month, not the 1st, not the 15th. I signed my lease 10 days after my TIC was approved by HPD but my lease won't start until 5 weeks after I signed my lease.
Also, my lease is not from the 28th to the 27th, it started on the 28th & ended on the 31st the following year so my lease renewal started on the 1st of the month. My new landlord was being accommodating & flexible when granting me the starting date on the 28th for smooth process of my moving.
As for my old landlord, I still had my lease active for 7 months when I broke my lease, I gave my landlord 8 weeks notice & they let me out of my lease on the 31st of the month in the same month when I started my lease with the new one that started on the 28th of the month. My old landlord also refunded my security deposit 100%.
So my experience in getting out my old lease & starting my new lease was super smooth as both landlords were understanding & flexible. As I mentioned in this forum several times, communication is important, after you know for sure that you win a lottery apartment, talk to both landlords & marketing agent about your situation & you'll never know how accommodating they will be!

THANK YOU for standing up as a bystander!! I avertedly left out certain information like the fact that I already signed the TIC and submitted all documents to project manager. Didn't want to share too much information since it hasn't been finalized yet but these folks cannot resist commenting with some sort of negativity. Sarcastic comments, nips here and there (I thought this community was meant to uplift and help each other).

Thank you for sharing your experience. The dilemma I am facing is that I signed all paperwork but still have not received a final approval from HPD. The project manager said I should expect a July 1st move-in date. I did communicate with my landlord that I've been looking and may be moving soon. However, he would like a two month notice in advance. I didn't tell my current landlord about the possible July 1st move in date because again, I still haven't even signed a new lease. I plan to let my current landlord know right away after I receive that final OK. I am also going to try to ask for my security deposit back as well. Wish me luck
If I may suggest, discuss with your marketing agent about your situation that your current landlord needs to be notified at least 8 weeks in advance so whether it's possible for you to move into your new place two months after you get HPD approval. Let's see what the marketing agent will say & if that's fine then you'll have your solution already. My marketing agent at that time told me I can move in at anytime as long as the building management /new landlord agrees but I will need to submit some additional documents (bank account statements) to the marketing agent to keep my paperwork current (no older than 120 days). Good luck!!

At this point, that is my very last hope, fingers crossed that the project manager will allow a later move-in date.
