Or for the city to place them like they do with the homeless. At the end of the day, this lottery program is city-owned and the city can do with it whatever its administrators want.
These "migrants" or whatever you want to call them are being processed through city's shelter system. As such they like anyone else in same system can be placed in any "affordable" or "low income" lottery unit where there is a vacancy.
Dime and many other buildings have tenants right from shelter system moved into apartments. Their rent is paid several ways ranging from vouchers that cover all or good part or whatever else city does to pay to house homeless. LL gets his full rent which is all that matters.
If city is putting up these "migrants" in so called luxury and other hotels, what makes anyone think they also won't be in running for permanent housing city has to offer?
Once firmly along asylum system these "migrants" like anyone else can apply for a green card, and from there work legally.
Even before then just as with tons of other not legal residents these "migrants" can (and in some cases already) find work, so it isn't as if they will forever be without income.
By NYS and NYC laws NYC is obligated to find these "migrants" housing, and there is a considerable lobby already at work to make sure these people get everything they're entitled to receive.

Not so much owned by NYC, but as made clear in another post city tells developers it has right to make use of lottery apartments for various agencies (homeless services, domestic violence, etc...) to place households in need. Those apartments come out of quotas set aside for various AMI groups.
LL in question is made whole because city will pay all or most of rent even when homeless or whoever is getting apartment cannot afford.
From property owner's side of things this is what happens when you get into bed with NYC or an or NYS. You take the king's coin, then must sing the king's tune.
More settled here? They have absolutely no business being in this country in the first place. They are illegal invaders who's first act upon crashing our borders is to show complete contempt for our immigration laws. We don't owe them a God damn thing nor should we be giving them anything.
This makes sense IF these asylum seekers get the housing through 'shortcut' aka the City processes them as homeless, etc. But I guess not 100% to be put into housing lottery, my best bet will be either in NYCHA or supportive housings if thse asylum seekers are that hopeless can't survive by themselves.
BUT, if they pursue this housing lottery like the rest of us, sorry, they have to work their ass off to get settle first, i.e. get a working visa/permit (Green card can follow later), get SS/TIN/State ID, get a job, pay taxes, live in whatever they can afford to rent (SRO, apartment, sharing, etc) at least a couple of years to be able to establish their identity in NYC. Provided they have a very very good luck!!!

Isn’t that the whole point of legal migration? But since the city doesn’t seem to care, I doubt the undocumented will *have to* work their asses off. Some may, but I don’t think the city will mandate it.
Yeah, it depends on the City/government, how strict they are with the migrants vetting process

A sad thing related to "migrants" happened to my aunt. She was on a waiting list for senior housing for years but her place was supplanted by "new" seniors from afar. She cried but there was nothing that could be done about it. Makes you wonder doesn't it?
